ROSEVILLE, Calif. – Following the ratings shift by the University of Virginia Center for Politics' Crystal Ball on April 26th, CNN has now also moved the race in California's 4th Congressional District out of the "Safe Republican" category into the "Likely Republican" category, indicating that a competitive race lies ahead against incumbent Rep. Tom McClintock.

In shifting the race into the more competitive category, CNN analyst Terence Burlij wrote: "Trump won only 53% in this district, falling off five points from Romney's 58% mark in 2012. Veteran GOP Rep. Tom McClintock has been outraised by leading Democratic candidate Jessica Morse in three consecutive fundraising quarters. Morse also has a $715,000 to $676,000 cash on hand lead." The full analysis can be read here.

Morse continues to lead the entire field in fundraising, topping each person from both parties for the third quarter in a row. She is also surging with grassroots energy on the Democratic side, having received the California Democratic Party's official endorsement with 65% of the delegates' votes at the spring convention, and continues to pick up the majority of endorsements from clubs and communities in the district.

Earlier this year, the Cook Political Report also degraded McClintock's chances from "solid" to "likely." The Democratic Congressional Campaign Committee (DCCC) added the race to its list of battlefield targets in late 2017.
